One of my good friends is a really smart and savvy guy when it comes to International Relations and Economics. His favorite pastime is shooting down the ideas of simplistic and narrow-minded undergrads who think they finally figured out a way to solve the world’s major problems. If you’re the type of person who wants to change the world the minute you leave Tufts—at least if you’re an IR major—then you need to talk to my friend first.
I think the conflict in Sudan is a great example. Right now, hundreds of thousands of American college students want the United States Army to march into Sudan and stop the genocide there. I was one of them. It’s a better use of our troops than keeping them in Iraq, and come on now, what kind of selfish and insensitive person wouldn’t want to put a stop to mass killings?
My friend, however, wisely points out that an intervention into Sudan would not be that different from our current military situation in Iraq. Theoretically, both cases consist of large numbers of American troops providing a police presence in an enormous, distant, and tactically unfamiliar country in order to prevent the complete breakdown of civil society, halt a continuation of sectarian violence in the form of ethnic strife or religious cleansing, and construct a stable and self-sustaining government. The only key difference between Iraq and Sudan is the set of initial conditions: in one case to oust a murderous dictator, in the other to oust a population of murderers.
For a college student, it seems obvious when to shout “Bring the troops home!” and when to shout “Send the troops in!” But how many of us can really claim to know the consequences of these actions? What if we send troops into Sudan, and people start shooting at us? Then we have to start shooting at them. And then we’re not quite sure who the enemy is, because it’s hard to tell who the good guys and the bad guys are when you park your Hummer in the middle of a random village. Then when the IED goes off, everybody’s screwed. Finally, after three years of helicopter crashes and roadside bombs, the protesters gather in Washington to request an immediate withdrawal of the troops.
I don’t mean to be cynical, or give the impression that I oppose some type of intervention with regards to Sudan. The point of this entry is not necessarily international in nature; it’s to remind people to think outside the box, even when it comes to the most “obvious” of situations. If my year and a half at Tufts has taught me anything, it’s that I’m wrong about virtually everything I believe or think I know. Every person I meet is an informational gem, challenging my views in a fundamental way. And my smart and savvy friend is a pile of buried treasure.

Tell your "really smart" friend the following:
1) The president can coordniate a no-fly zone with France to prevent the wanton carpet-bombing of civilians.
2) The president can commit to send 20,000 UN-backed soldiers ( mostly African troops) into the region.
3) Lastly, the president should divest itself from capitol holdings in the Sudanese gov that finance genocide.
Yea, there's stuff we can do.

I agree that action can and SHOULD be taken. My problem is with sending in the US Army, which is what a lot of students are advocating. My friend is "really smart" because he's able to see through the mob rule, which is a great skill in any situation. Doesn't mean he's always right, though.

I'm Mike's "really smart" friend. Just to respond to your points:
1) A no-fly zone would be useful, and fairly easy to implement. It is not without risks however. Iraqi forces repeatedly attempted to shoot down US and UK planes patrolling the no fly zones there. Additionally, a no fly zone will not prevent the Janjaweed, who for the most part do their work without Sudanese air support. Unless, of course, we took it to the next level and started wantonly bombing people in Sudan on our own.
2) There's already an AU force in Sudan, but their mandate is fairly weak. They are funded by the US and EU mostly, and receive logistical support from us as well. However, I'm firmly of the opinion that the AU is utterly incapable of solving problems like genocide or war. The state of nearly every African military is woefully inadequate. We expect them to conduct peacekeeping operations, to provide tens of thousands of troops. But how? Can you honestly say their training is up to the standards of NATO forces? And let me remind you that NATO forces, as well trained and equipped as they are, have not had the best record as peacekeepers or peace enforcers either. Then there's the issue of sovereignty, and Sudanese rejection of UN forces or more AU forces, but that's an issue for another time.
3) Fine, divestment might hurt. Or not. There are plenty of nations willing to do business with the oil-flush regime in Khartoum, principally the Chinese, who have invested billions in Sudan's southern oil fields and have consistently blocked US and European attempts at the UN to coerce Sudan's government into making peace.
There's stuff we could do. But would it do any good? Would it change anything? Some of it would. But nation making is difficult, complicated, and the outcome of these proposed actions, are impossible to predict with accuracy. What if a no-fly zone pilot was shot down? Do we go to war? What if the UN forces get taken captive, as has happened in the Congo? And re: divestment, how long did it take for the South African Apartheid regime to fall? And they were just racists, they weren't even trying to wipe out blacks. Here we face a mounting crisis, a slow genocide. And don't forget, the world was actually united against S. Africa, a situation we don't have with Sudan.
So, I welcome your ideas. I just think we need to be more honest with ourselves and the world and come to terms with the fact that we are damned if we do, damned if we don't. Once we do realize that fact, we'll be free to act as we will because we'll finally realize that we are and should be in the driver's seat of our nations foreign policy, not foreign nations who don't have to bear the consequences of dead troops, expended treasure, and increased terrorist attacks.

Hi Christopher. I'm a sophomore and have never used a blog(hence not posting a last name.) I totally concur with your aforementioned Sudan quandaries, especially China. There is no way China will relinquish the wealth from Sudanese oil that, tragically, is becoming almost like lifeblood. It seems that without the partnership of China it is futile to enter Sudan. Pragmatism is integral in this quagmire. I also strongly support your last few lines about agency and personal responsibility. Interesting how with the Iraq debacle Bush is trying to say that whether a proposed surge troop effort fails or not is dependent on Prime Minister Nuri Al Malaki. No personal or national responsibility for an unfolding failure is recognized. It is appalling. Malaki's aids have already told reporters that he wanted no more troops in Baghdad. In fact, Malaki has gone on record saying he wants all troops out of Baghdad!! Yet still, Bush is trying to pin the blame of a failure on individuals like Malaki. Because of the above it seems improbable and ludicrous for Bush to go ahead with the surge thinking it has Malaki’s support. The sectarian, fundamentalist leader is not behind our presence, so why would Bush give the go ahead knowing this to be the case? Also note that those now remaining in Iraq are the poorest. Ie: those with least mobility unable to flee. Ie: the most fundamentalist. Note how the middleclass- upper class strata of Iraqi society has been eviscerated. Of course, America has rejected by far the largest number of Iraqi refugees seeking protection. Ironic isn't it? Bomb their home to make their home better, then turn them away from America. Sounds like Vietnam. Most have moved to other Middle Eastern countries, but the more affluent have decamped to Canada, and Europe—particularly Sweden where they have lax immigration rules. Fact: Iraqis now make up Sweden’s largest minority, due in large part because of the war. Interesting—and unpredicted—ramification.
